Ultimately an Officers ability to respond and react to an incident when it occurs, not if a situation occurs, were he/she is forced to defend themselves or a member of society through the Use of Force will clearly fall back to their training! Insufficiently or ineffectively trained staff are a liability in any avenue of employment.
